The report laid out a clear framework for the second half: continuing to implement a moderately loose monetary policy, comprehensively employing and timely adjusting monetary policy tools, maintaining ample liquidity, and keeping social financing conditions relatively accommodative. The central bank pledged to strengthen counter-cyclical adjustment, expand domestic demand, and optimize supply simultaneously — a formulation that signals both continued easing bias and structural policy intent.
The report emphasized that current financial aggregate growth rates continue to exceed nominal GDP growth, suggesting policy support remains ample even as regulators pursue "quality over quantity" in credit expansion. This framing is designed to reassure markets that the policy stance remains supportive while acknowledging the shift away from pure credit-growth targets.
Real Economy Financial Support
Key data in the report demonstrated substantial ongoing financial support for the real economy. Outstanding relending facility balances for private enterprises reached approximately 800 billion yuan by end-July, and by end-Q2 local financial institutions held approximately 15 trillion yuan in loans to small, medium, and micro private enterprises — serving approximately 2.5 million market entities. The weighted average interest rate on these loans fell 40 basis points year-on-year in H1 2026.
The report also highlighted progress in financial support for key strategic sectors, including technology innovation, advanced manufacturing, green development, and affordable housing — all areas where policy bank lending and targeted relending facilities have provided below-market rate financing to channel capital toward national priorities.
