Green City China Holdings Limited has completed a major leadership transition, appointing Zhao Hui — a veteran executive from China Communications Construction Group (CCCC) — as both Chairman of the Board and Chief Executive Officer, effective July 23, 2026. The appointment consolidates two of the company's most senior roles under a single leader for the first time in over a year, signaling a new strategic direction for one of China's best-known property developers.
Background of New Leadership
Zhao Hui, 59, holds a doctorate in engineering from Tsinghua University and is a professor-level senior engineer. He brings more than three decades of experience in infrastructure and real estate management within the CCCG system, having served as Chairman of CCCG Real Estate Group and General Manager of CCCG Investments before his latest appointment. He joined Green City China in June 2025 as Party Secretary and Executive President.
He is joined by Jiang Feng, 49, a senior accountant who previously served as General Manager of CCCG Financial Services, who has been appointed as Executive Director and Executive President. Both appointments carry a three-year term, effective July 23, 2026.
Departures and Succession
Liu Chengyun stepped down as Chairman and Non-Executive Director, while Geng Zhongqiang stepped down as Acting CEO but retains his position as Executive Director. The departures follow the retirement earlier this year of Guo Jiafeng, a longtime veteran who had served as the company's chief operating officer. Geng Zhongqiang had been serving as acting CEO during the transition period.
Strategic Significance
The reshuffle represents a significant further deepening of CCCG's control over Green City China, which the state-owned conglomerate first invested in in 2014. The consolidation of the Chairman and CEO roles under Zhao Hui — breaking Green City China's long-standing practice of separating the two positions — is viewed by analysts as a move toward more centralized and decisive strategic management at a time of significant market transition.
With both Zhao Hui and Jiang Feng hailing from the CCCG financial and investment ecosystem, the new management team brings strong credentials in capital allocation, project financing, and large-scale infrastructure-real estate integration — capabilities that are increasingly valued in China's evolving property market, where financing access and cost of capital have become key competitive differentiators.
Challenges Ahead
Zhao Hui faces a complex set of challenges as he assumes leadership. Green City China reported a sharp decline in net profits last year, and the company's share price has retreated significantly from its annual highs. At the same time, the broader property market is undergoing a structural transition away from volume expansion toward quality-driven development — a shift that plays to the company's premium brand positioning but requires careful portfolio management. Industry observers will be watching closely for signals from the new leadership on strategic priorities and financial targets for the second half of 2026.
