PBOC Vows Moderately Loose Policy as RMB Faces Renewed Depreciation Pressure

Policy Stance: Accommodative, But Controlled

The People's Bank of China (PBOC) reaffirmed its commitment to a moderately loose monetary policy in the second half of 2026, signalling continued liquidity support for the economy even as depreciation pressure on the renminbi mounts. The August 2026 Loan Prime Rate (LPR) held steady — the 1-year LPR at 3.0% and the 5-year LPR at 3.5% — reflecting a cautious balance between domestic easing and currency stability.

Depreciation Dynamics

The USD/CNY pair has been oscillating around 7.25–7.30, pressured by a relatively strong dollar, narrowing interest rate differentials with the US, and uncertainty over trade policy. The PBOC has used daily fixing and offshore market interventions to prevent disorderly moves, but the structural backdrop — capital outflows, property sector stress, uneven growth — continues to weigh on the currency.

PBOC Liquidity Operations

  • 500 billion yuan outright reverse repo injection on August 5, 2026
  • Preemptive liquidity management through reverse repos and MLF facilities
  • H2 2026 guidance: moderately loose stance, targeted support for manufacturing and small firms

Credit Structure

The PBOC's Q2 2026 lending report showed that medium- and long-term loans to manufacturing surged 29.7% year-on-year — well ahead of the headline loan growth rate. This structural credit tilt toward advanced industry reflects policy intent: directing cheap capital to the sectors Beijing wants to grow, rather than reviving property-sector credit.

What It Means for Markets

The PBOC's dual objective — easing domestic conditions while stabilising the RMB — creates a narrow policy corridor. Any further Fed rate cuts that ease dollar strength would give the PBOC more room to cut without triggering capital flight. Conversely, if the dollar strengthens, the PBOC may tolerate slower LPR reductions.
