China has established 42 large-scale AI compute clusters nationwide, with intelligent computing capacity reaching the global forefront — a milestone that marks a step-change in the country's AI infrastructure, according to industry reports published in mid-2026. The clusters, each built around thousands of high-performance chips, form the backbone of China's push to lead in artificial intelligence development.

From Fragmented to Integrated

These 42 clusters are now being woven into a national integrated computing network under the Eastern Data, Western Computation (东数西算) programme. Eight national hub nodes carry more than 80% of national intelligent compute capacity, channelling power-intensive workloads to western provinces rich in renewable energy — specifically Inner Mongolia and Guizhou. This 'compute-power synergy' strategy is designed to slash energy costs while meeting China's carbon pledges.

Beijing has signalled that AI infrastructure investment will remain a priority in the 15th Five-Year Plan. The AI+ initiative, formalised by the State Council in August 2025, set targets for AI integration across manufacturing, healthcare, transport and government — all requiring robust compute backbones. The 42 clusters are the physical realisation of that ambition.
